The purpose of this conference is not emotional protest, but fact-based analysis, professional deliberation, and the establishment of a joint working group dedicated to safeguarding the country’s strategic interests.
The large-scale urban development project presented in Georgia under the name of Eagle Hills in Krtsanisi and Gonio areas, notwithstanding its declared objectives, entails critical risks that have not been subject to adequate public or professional scrutiny.
Decisions concerning strategic national assets, including land and fiscal arrangements are being taken without broad public participation or sufficient disclosure.
The project affects the Gonio area, which is part of the Emerald Network protected under international conventions, as well as the Krtsanisi forest park, which is critical to Tbilisi’s ecological balance.
Financial and legal liabilities associated with the project may ultimately be borne by the public, while the anticipated benefits appear to be concentrated among a limited group of beneficiaries.
Professional expertise has been insufficiently considered, and there is a heightened risk of conflicts of interest and institutional corruption.

We, the undersigned citizens of Georgia, representatives of various professions, guided by the constitutional principle of Georgia according to which sovereignty resides in the people and seeking to ensure that this principle is translated into practical reality, have convened to deliberate on the alienation of state-owned lands located in Krtsanisi and Gonio. We have examined the potential risks of this project for Georgia and its citizens, as well as for the international community.
We have come to the conclusion that the project entails significant risks and potential harms:
Lack of transparency in the disposal of state property and in the project, including the designation of information of public importance as a “commercial secret” and its non-disclosure on that basis.
Economically unjustified disposal of state property.
Insufficient study and substantiation of construction risks affecting:
The floodplain forests and forest-park ecosystems of Krtsanisi.
Avian migration routes and nesting habitats in Gonio, as well as territories designated under the Emerald Network.
Failure to identify, document and safeguard burial sites of victims of Soviet-era political repression located within the forest park.
Lack of a comprehensive assessment of the potential social impacts associated with migration flows.
The risk of inflows and laundering of financial resources of potentially illicit or corrupt origin.
We call upon our fellow citizens to mobilize support from all available resources to address each aspect of this Resolution.
We demand from the de facto Government of Georgia the full disclosure of all documentation related to the project, strict compliance with all requirements established by law, including environmental impact assessment procedures, as well as the provision of comprehensive and clear written explanations to the broader public regarding all the risks and potential harms outlined above.
We call upon all legal and natural persons involved in this project to cease all work and suspend the implementation of the project until Georgian citizens are objectively and adequately informed and a broad public consensus is achieved.
We hereby establish a working group, composed on voluntary and professional principles in accordance with the annex, and we will seek support for its activities. The mandate of the group is to ensure proper information of the population of Georgia and the international community regarding the project and its associated risks, as well as to initiate relevant legal procedures.

Current organizational expenses are funded by donations, primarily covered by the organizing team. However, we believe that broad public involvement and shared responsibility are essential for building a strong unity. As our future activities require financial resources, we would be grateful for your support.
